The ADAMHS Board system of care offers individual and families who are uninsured or underinsured financial assistance for mental health and substance abuse services with various income levels on a sliding fee scale. This means that the amount you pay is based on your income level and family size. You must be a resident of Tuscarawas or Carroll County to be eligible for benefits. Non-residents can receive services in a crisis situation.

Did you know Medicaid was expanded to more low-income Ohioans?
- Beginning January 1, 2014, a new group of Ohioans are eligible for Medicaid coverage in Ohio.
- This group includes adults between the ages of 19 to 64, who are between 0 – 138%* of the Federal Poverty Level (FPL) and are not eligible under another category of Medicaid.
